Just to play the devil's advocate: how do we balance the needs of the many and the needs of the few? I.e., PHC delivery to remote populations (in person or through virtual technology) is difficult for many reasons. How much time/effort/money do we spend to service a relatively small population? Is there any research in this area?
There is big difference in funding, resources and staffing in rural and city like Toronto. What we did when we ran nursing programs for chronic disease management, we increase skill of our staff to meet the needs of the people. What worked in Toronto did not. necessary worked in North Looking to advance staff skills,. operational capacities helped.
