Using your method, if I reach a small hill and my heart rate raises above target during that is it better to just keep going and let HR normalize after the hill or do I actually need to walk the hill?

What is the best way to measure your HR? Do you need a polar to measure or another device or do you stop periodically and use a finger to measure your pulse?
