They do have a small residential solar program that partners with installers. They invest much more in utility scale solar.

Yes.

Would any of these bills allow solar customers with home batteries to gird-charge their batteries during off-peak periods, thus helping to further improve the resilience and efficiency of the gird?

Evelyn, I’m not aware of utility policy explicitly restricting the ability to grid-charge battery energy storage. Some battery manufacturers don’t allow it

Good point, Seth. I think that could be clarified through legislation, possibly along with EV2G (EV to grid) framework.

Seth, my sense is that the manufacturers that don’t allow it (ex. Tesla) are doing so because of possible state/utility prohibition, except when there are no solar panels or there is a weather emergency.
