A windows based tablet could support CTAS, but its uncommon to find a true windows tablet. Some laptops convert to a tablet but its probably for cost effective to get a windows laptop for ctas purposes

CTAS is not required by law, but its built by the State for local governments to use in reporting. Its not only a ledger, it includes tools to run reports for the board to better understand how the money is spend and managed. Its also makes the annual reporting process easier, if the numbers are properly entered. The alternatives to CTAS are using paper ledger or a separate accounting software like QuickBooks.

CTAS is very inexpensive. There is a one time fee for a town use the program, and the license allows as many users as you want.
