Do jurisdictions getting CARES act funds from Commerce have to report to Commerce on use of the funds?
Peach McDouall
17:30
ty Maureen
Mike Parker
17:48
so they cannot be used after 10 2020?
Mike Parker
17:59
I thought they went through 12/30/2020
Graham Pruss
18:17
would safe parking programs to help vehicle residents shelter in place be covered under this?
Kirsten Jewell
18:36
I believe the funding ends 10/31/20
Michele Thomas
18:49
The website says the end date is 10/31
Maureen Howard
19:34
This is the CARES Act Relief Fund - it’s Dept of Treasury money with the 12/30/2020 deadline…State might be asking for earlier deadline to be sure it is all used. Otherwise the money goes back to US Dept of Treasury. This is really use or lose money.

20:25
thus to clarify funds must be requested by jurisdiction, not providers. true?
Rachael Myers
21:17
@Bill yes, that’s true for the $40m that tedd is talking about now.
Kirsten Jewell
21:19
Commerce ahs don a great job getting the word out about this funding. In addition to receiving the notice of it 4 times through Commerce sources, I've had 8 other people in my county forward it to me!
Curtis Steinhauer
21:40
What limits on the shelter grant?
liz Trautman
23:45
Can counties/cities choose to supplement the $56/day/bed and only get reimbursed for the $56? Enhanced models, youth & young adult shelters etc have higher per bed costs.
Kirsten Jewell
23:51
Tedd - when will you release the amounts proposed for each county?
Kirsten Jewell
24:45
Tedd - is there any risk that the legislature will walk this funding back if they have a special session?
Joanne Pelant
25:33
Who is the program director of the Cares Act funds direct to jurisdictions?
Trish Gregory
26:09
I already sent my comments to Megan, but I want to really encourage that Domestic Violence shelters be specifically included as eligible... and that best practice criteria for serving survivors be included in the eligibility requirements.
Kirsten Jewell
26:59
Helpful to know the amount so we can start planning now for standing up a new shelter quickly.
Kathy Kinard
28:59
Commerce will release the application shortly after the comment period and counties will have 4 weeks to plan before responding.

There is a growing number of 'silver surfers' who are becoming homeless, so do they qualify for this model of solution?
Peach McDouall
41:46
This same kind of intelligent analysis would show how economical the Clubhouse Model of mental health care delivery actually is.
Peach McDouall
43:31
Clubhouses could be funded exactly the same way - and since many Clubhouses DO offer resident-controlled housing, this could be an opportunity for partnership
Cynthia Stewart
43:42
Where would the funding from the county and cities come from? They are already overstressed, especially counties, financially.
Graham Pruss
43:56
Thousands of people living in RVs and mobile homes have faced evictions with the closure of mobile home, as well as covid-related shutdowns of state and national parklands. How might a PSH model support these privately-owned homes within communities and systems of social support?
Bill Kirlin-Hackett
44:09
there is a timeline for 3rd door, right? Did I miss that? was it 5 years?
Sally Perkins
44:12

Wonderful to see what adversaries can do together! Could the model be expanded to general homelessness? Boeing just announced it is cutting 10,000 jobs eff 7/31... that is >12,000 overall. Add this to our 1.5 M unemployed since COVID-19 and thousands hanging on by a thread with eviction and foreclosure moratoriums due to expire 6/4. WA and counties might be forced to think outside the box to address homelessness. Opportunity for WA to acknowledge housing is a human right. ;-) Note California's proposed constitutional amendment.

Hi Amanda- yes- Third Door's proposal is based on best evidence based practices. We are even talking with UW Harborview about how bringing PSH to scale can present unprecedented research/practice/evaluation opportunities to develop new gold standards in behavioral health. Our hope is the benefits will extend beyond PSH to behavioral health more broadly.

Bill Kirlin-Hackett

Maureen Howard
01:01:16
This is one guidance that is funded…there is money to do this. There is NOT the political will.
Peach McDouall
01:01:37
how ironic that the CDC keeps offloading federal responsibility onto localities, but the little guidance they DO give is ignored....
Sally Perkins
01:02:58
Yes this is not being done in Tacoma, especially in areas where unsheltered folks tend to congregate together during the day...and people are sleeping in doorways and bus shelters...no sanitation like handwashing or latrines, no sanitizer, no masks...dismaying and very risky for the unsheltered people.
Bill Kirlin-Hackett
01:03:32
thanks, Tristia; good to see you, keep up the good work with all your NLCHP team

So easy to blame others, including feds. At some point we need to look within and confront that low-income and poor and unhoused people are not considered people in states. In WA we only have to look at our regressive taxation system.
Peach McDouall
01:04:54
totally agree w the need for a progressive tax system.

At this point, nearly all of the COVID-19 related funding for homelessness response expires either 9/30/20 or 10/31/20. We need some commitments of funding for beyond this date so that we can ensure that the good work on this front is able to continue.
