Barbara, they should be able to visit you and do the notary. The public recording is done after that, and they will send your originals with seals when that's done. I suggest discussing with your state coordinator to arrange how they want to do the interaction. Some can be done electronically, but they do need to scan and record the original.

@Wendy, IF you had an issue beforehand, you will have to go to THEIR courts. But you have to know what to say to get the administrator (judge) to DISMISS the case.

Are you a government employee? If you claim to be a Resident, you are a government employee, and Anna said that Certified mail is used as a memos between government employees, period. Simple as that. American Nationals use Registered Mail and First Class mail with actual stamps.

If that's what you hand them, then they will go look up the information and get back to you. It says, "Do Not Detain" right on it. You are protected under the Foreign Sovereign Immunities Act. Your "own" passport is one you should have on your if referring to Anna's Passport you send through the mail, but using it as "ID" won't really work without a lot of talking someone into it. Can't use at Bank or any financial process.
