I would suggest "Accessibility" instead of "Connectivity" and "Mobility" measures as a main performance matrix for both transit and highway investments.
Q1: Do all mode use all factors of SMART SCALE? Q2: The 39 performance measures do they cover FHWA as well as FTA requirements. Can you share the list/docs?
