Charles Oppenheim
Director of Visa Consulting @WR Immigration
Charles (Charlie) Oppenheim is WR Immigration’s Director of Visa Consulting and heads the WR Government Relations Group. For over two decades, both the White House and Congressional Leadership have turned to Mr. Oppenheim for guidance on how the green card numerical control process could be updated to meet intended goals. Prior to joining the firm, Charlie worked for the U.S. Department of State for over 43 years, as a consular officer in the Bureau of Consular Affairs since 1979. He was the Chief of the Immigrant Visa Control and Reporting Division in the Office of Domestic Operations from January 1998 through December 3, 2021, when he retired.
Charina Garcia

Charina P. Garcia is the Strategy and Innovation Partner at WR Immigration and manages the firm’s Northern California offices. She represents and advises many Fortune 500 and start-up companies, as well as individuals on both employment and family-based immigration matters. She presents at many industry conferences on the intersection between law and technology focusing on the firm’s technology – WRapidTM, a centralized, cloud-based technology and Enterprise Resource Planning solutions software powered by Salesforce. She has been nominated for Legalweek Leaders in Tech Law award under the category Innovators of the Year – Law Firm Individual Finalist.
Laura Bloniarz

Laura is a Senior Attorney at WR Immigration specializing in counseling employers to develop, maintain, and defend immigration compliance programs. She represents clients in a variety of global industries: finance, manufacturing, pharmaceutical, healthcare, supply chain, technology, and engineering services. Her clients have ranged from Fortune 100 companies to domestic startups. In her practice she supports nonimmigrant visas, labor certification, permanent residence, and citizenship matters. She regularly delivers presentations to General Counsel and HR professionals regarding the changing landscape of immigration regulations and adjudication trends, I-9 compliance and audit practices, and DHS investigations.
