Working with Older Adults Experiencing Homelessness
Older adult homelessness is on the rise, in Minnesota and nationally, and is not letting up with the onset of the “Age Wave”. Catholic Charities of St. Paul and Minneapolis has been providing case management to this vulnerable population for over a decade, and recently has expanded the program with a Department of Human Services Live Well at Home innovations grant to better serve our participants. Join us to learn more about the issue of senior homelessness and lessons learned by our Homeless Elders Program.


Melea Blanchard, Case Manager/ Program Supervisor; Melea Blanchard has been working with people experiencing homelessness at Catholic Charities for 15 years, and specifically with older adults the last 10 years. Melea has experience with several different programs working with various systems: shelter, rapid re-housing, care coordination for a health plan, and intensive case management. She currently supervises the Homeless Elders program at Catholic Charities and enjoys working with older adults on securing stable housing and improving their quality of life by setting up the supports they need. She has a Bachelor of Science degree from the University of Wisconsin- River Falls in Sociology, with a minor in Ethnic Studies.

Lori Halbur, LICSW; Lori Halbur is a Social Worker with Catholic Charities Homeless Elders Program which works with individuals over the age of 60 who are experiencing homelessness. Since the fall of 2016, Lori has assisted 55 individuals secure housing. Lori believes that each elder experiencing homelessness deserves to be treated with dignity and respect and by utilizing person centered intensive case management she is able to assist them with accomplishing their goals, getting their needs met, and help them to feel valued in a society that does not value aging. Lori is a Licensed Independent Clinical Social Worker (LICSW) with a Master’s Degree from the University of St. Thomas/St. Catherine’s University Social Work
