FLOW (For Love of Water) will host a webinar—The Case for a Statewide Septic Code: Michigan Must Inspect Septic Systems to Protect Fresh Water—on Tuesday, March 21, from 12 p.m. to 1:00 p.m. EDT.
The online session will offer legal, scientific, economic, and political perspectives on the urgent need and critical opportunity for Michigan to finally join the rest of the nation in adopting a law to protect public health and fresh water from septic pollution.
Billions of gallons of poorly or untreated sewage flow each year into an estimated 330,000 failed septic systems. An unknown amount of that raw sewage ends up in lakes, streams, and groundwater, the source of drinking water for 45% of Michigan’s population.
FLOW Executive Director Liz Kirkwood will host the webinar, and Legal Advisor Skip Pruss will moderate the panel discussion with:

Skip is an energy expert with decades of experience in both the public and private sector. He is a former cabinet member and director of the Michigan Department of Energy, Labor, and Economic Growth, as well as the former chief energy officer for the State of Michigan, under former Gov. Jennifer Granholm, where he was responsible for designing and implementing Michigan’s clean energy economy diversification efforts. Earlier in his career, Skip served as Deputy Director of the Michigan Department of Environmental Quality, and the Assistant Attorney General in Charge of Michigan’s Consumer Protection Division. Skip also is a co-founder of 5 Lakes Energy LLC, a clean energy technology consultancy focusing on enabling and accelerating Michigan’s clean energy economy. Phil Skaggs, D-Grand Rapids area (State Representative @The Michigan Legislature) State Rep. Phil Skaggs is serving his first term representing the 80th House District, comprised of the cities of Kentwood, East Grand Rapids, Cascade Township, and parts of the City of Grand Rapids and Grand Rapids Township. Rep. Skaggs served on the Kent County Commission (2017-2022) and East Grand Rapids City Commission (2012-2016). He grew up in Ohio before attending the University of Michigan where he received degrees in Russian history and taught history at Goucher College, Grand Valley State University, and Aquinas College. Dr. Joan Rose (Professor; Co-Director, Center for Water Sciences and Center for Advancing Microbial Risk Assessment @Michigan State University) Dr. Joan Rose co-directs both MSU’s Center for Advancing Microbial Risk Assessment and its Center for Water Sciences. She and her water detectives, are developing new genetic analytics to study waterborne health threats. Their work targets actual threat agents such as viruses, mapping water quality and health risks in waterways throughout the world. Dr. Rose is a pioneer in the emerging science of viral metagenomics – sequencing virus DNA in water sources, discharges and shipping ballast using next-generation high-throughput technology. Her global activity includes investigation of waterborne disease outbreaks and the study of water supplies, treatment, and reclamation. Her applied research interests include study of microbial pathogens in recreational waters and climatic factors impacting water quality. Brad Ward (Vice President of Public Policy & Legal Affairs @Michigan Realtors) Brad Ward is the chief lobbyist for Michigan’s trade organization representing 28,000 real estate agents, brokers, and other professionals. Ward works on legislative and regulatory issues that intersect with real estate transactions, licensing, taxation, finance, environmental issues, and land use. Ward has worked for the Michigan Realtors since 2001. Ward has been the Realtors’ head lobbiyst and in-house legal counsel since 2013, He manages the association’s policy agenda and grassroots political network.
