Description
In this panel, researchers and organizers will discuss their work amplifying the experiences of Black, Indigenous and racialized children, youth, kin, and families impacted by the child welfare system, also known as the family policing system. Panelists will discuss topics such as alternatives for supporting families and children outside of family policing, and how the pandemic has affected this work.
Participants may claim up to 1.5 hours of CPD with the LSBC.

Her late mother, Annette Cardinal, attended Joseph Burr Tyrell Federal Indian Day School and her two late eldest brothers attended Akaitcho Hall Residential School. When her grandfather Narcisse Cardinal was put into the Charles Camsell Indian hospital, her grandmother Agatha Desjarlais and children were moved from their sovereign life on the land to public housing and government surveillance. Intergenerational impacts of genocidal policies in Canada and healing from these colonial disruptions to Indigenous identities is the focus of Dr. Cardinal’s university work. Barbara Lee (Assistant Professor | School of Social Work @The University of British Columbia) Barbara Lee is an Assistant Professor at the School of Social Work and Director of the Centre for the Study of Services to Children and Families at the University of British Columbia - Vancouver campus. Barbara Lee has completed research on “Asian-Canadian children and families involved in the child welfare system.” Mandeep Kaur Mucina (Associate Professor | School of Child and Youth Care @The University of Victoria) Mandeep Kaur Mucina is an Associate Professor at the School of Child and Youth Care at the University of Victoria. Mandeep has completed research on noncitizen former youth in care and their experiences with the crimmigration system. She is currently a co-Principal Investigator on the Bordering Practices project, exploring the intersections of child welfare and immigration. Rupaleem Bhuyan (Associate Professor | Factor-Inwentash Faculty of Social Work @The University of Toronto) Rupaleem is an Associate Professor at Factor-Iwentash School of Social Work at the University of Toronto. Rupaleem’s research explores how temporary and precarious immigration impacts immigrants’ access to social and healthcare services, including immigrants’ response to gender-based violence. Rupaleem is the Principal Investigator on the Bordering Practices project, exploring the intersections of child welfare and immigration. Thaila Dixon (Community Development and Outreach Coordinator @The Collective of Child Welfare Survivors) Thaila is one of the co-creators of CCWS and our Community Development and Outreach Coordinator. Thaila is a Black queer non-binary neurodivergent mad child welfare survivor and abolitionist, of Jamaican ethnic background mixed with white on their mother’s side. Thaila was placed in group homes beginning at the age of 13, was in semi-independent living and then independent living at the age of 16 until they aged out at 21 years old. Since the age of 15, Thaila’s advocated for changes within the child welfare system as a youth at the Office of the Ontario Child Advocate. With their own experiences of the various forms of violence that occur towards Black girls in group homes, Thaila’s advocacy lead to benefits for child welfare survivors generally, such as creation of the HSBC Fund through the Children’s Aid Foundation.
