Charlie Francis
Municipal Finance Consultant
Charlie Francis is a municipal finance expert. He has more than forty years of local government financial management experience in both the public and private sector, including twenty years of experience as a local government Chief Financial Officer. Charlie pioneered the use of Section 115 Trust Funds before he retired from the City of Sausalito. Now a consultant, Charlie assists local governments with developing innovative strategies for addressing their pension liabilities and costs.
Maureen Toal
Executive Vice President @PARS
Maureen is an Executive Vice President for Public Agency Retirement Services (PARS). She manages the firm’s pension trust program and other retirement services nationally and has been instrumental in the design and development of PARS’ Section 115 trust programs over the last 20 years. Before joining PARS in 1999, Maureen spent 17 years working as a key aide to government officials at the federal, state, and local level. She is a former Assistant City Manager and Human Resources Director and has worked in every department of municipal government over the course of her 35 year career.
Kathryn Cannie
Senior Manager @PARS
Kate Cannie is a Senior Manager for Public Agency Retirement Services. She works with clients across the New England region as well as along the East Coast to manage OPEB trust program and other retirement services. Prior to her tenure with PARS, Kate managed the day-to-day operations of a national government relations firm specializing in procurement. Before coming to PARS, she served as Vice President for a New England based lobbying firm for 8 years where she provided day-to-day management of the firm and had direct oversight of client services.
Parker Elmore
President, Actuary & CEO @Odyssey Advisors, Inc.
Parker is the Founder & Chief Actuary at Odyssey Advisors which provides a range of retirement and management consulting services. With 30+ years of experience & over 1,000 clients, Parker and the Odyssey team develop and implement solutions to the complex financial issues faced by small and mid-sized employers. Parker’s personal philosophy is to listen and customize solutions to meet the particular needs of Odyssey’s clients with a focus on quality service, expertise, and efficiency. A frequent speaker at Board of Selectmen, Finance Committee and other public forums, Parker has worked to educate Odyssey’s clients, the public and industry professionals on issues facing sponsors of Other Postemployment Benefit (“OPEB”) Plans covered by 74/75. As an Actuary, Parker can discuss plan design options while having the financial expertise to work with plan sponsors and their investment consultants on funding strategies & investment policy statements.
