Expanding Access to Opioid Use Disorder Treatment During and After Incarceration

At the end of Jan. '23, CMS approved California’s 1115 waiver to use Medicaid to pay for certain health care services inside correctional facilities during the last 90 days of a person’s incarceration. This is the first time that federal Medicaid can be used to pay for care for people transitioning home from jails and prisons. However, correctional institutions in California will now need to implement this new policy. And to have an impact nationally, more states will have to apply for similar 1115 waivers.
FORE grantees are showing how both the new challenges of implementation as well as expansion to other states can be met. One has been leveraging telemedicine to deliver medications for opioid use disorder (OUD) to inmates at rural detention centers in Maryland and ensuring continuity of care upon release. Another supports women with OUD who are leaving prison with the aim of helping them avoid overdose and improve their financial stability, parenting skills, and recovery. These are a few examples of what is needed to leverage this policy opportunity, expand access to OUD treatment, and improve outcomes for this population.

She currently works nationally to improve health access for people with addiction and mental health service needs. She also works to eliminate legal and policy barriers faced by people with arrest and conviction records and substance use histories. Eric Weintraub, MD / Daniel Lasher (Associate Professor / Captain @University of Maryland School of Medicine / Allegheny County Sheriff’s Office) Dr. Weintraub is an Associate Professor in Psychiatry in the Department of Psychiatry. He is board certified in General Psychiatry and has added qualifications in Addiction Psychiatry. In addition he is the medical director of the University of Maryland's Medical Center's Psychiatric Emergency Services. He is an expert in the treatment of opioid dependence with medications for opioid use disorder (MOUD). He has helped develop innovative programs in providing MOUD to underserved rural areas via tele-medicine, in correctional facilities, and in engaging opioid dependent patients in the Emergency Department with MOUD. Hendrée Jones, PhD (Executive Director @University of North Carolina - Horizons Program) Hendree Jones, PhD, is a professor in the Department of Obstetrics and Gynecology at the School of Medicine, University of North Carolina in Chapel Hill. She is also the executive director of UNC Horizons, a comprehensive drug treatment program for pregnant and parenting women and their drug-exposed children. Dr. Jones is an internationally recognized expert in the development and examination of both behavioral and pharmacologic treatments for pregnant women and their children in risky life situations.
