Promises and Pitfalls: The Lebanon Reform, Recovery and Reconstruction Framework (3RF)
On 4 December 2020, four months after the Beirut Blast, the EU, the UN, and the World Bank Group launched the Lebanon Reform, Recovery and Reconstruction Framework (3RF) as part of a comprehensive response to the tragedy. They define the 3RF as “a people-centered recovery and reconstruction framework focusing on a period of 18 months that will bridge the immediate humanitarian response and the medium-term recovery and reconstruction efforts to put Lebanon on a path of sustainable development.”

This webinar takes place almost six months since the official launch of the 3RF and aims to understand the promises and the pitfalls of this response plan by focusing on:

1. Its attempt to achieve a people-centered recovery;
2. Its attempt to adopt a participatory and collaborative decision-making process and “to promote a different way of working” based on the participation of all development actors, including the CSOs through a specific consultative group; and
3. Its two-phase financing strategy for recovery and reconstruction, building on ongoing humanitarian assistance (whereby private finance and finance blending are used as key tools for resource mobilization) and the in-kind support mobilized by the Lebanese people.
