IAIR has been helping the World Bank with the collection of data on levels of Insolvency internationally. Based on preliminary findings, they have produced a note entitled “The calm before the storm: early evidence on business insolvency filings after the onset of COVID-19”. While the note is still confidential -it is undergoing the World Bank’s internal review process-, they are happy to give IAIR members a presentation on it, as well as on the next steps of the project.

Prior to that, Elisabeth worked at the Competition Bureau Canada as Associate Deputy Commissioner, Deceptive Marketing Practices and, from March 2016 to April 2018, as Chief of Staff to the Commissioner of Competition. From 2007 to 2016, Elisabeth was Deputy Superintendent, Program Policy and Regulatory Affairs with the Office of the Superintendent of Bankruptcy (OSB), where, as part of the executive team, she was responsible for regulations and directives pursuant to Canadian insolvency legislation, the establishment of national policies and processes, training, licensing, compliance and litigation matters. Elisabeth joined the OSB following three years at the Department of Justice as Legal Counsel with the Insolvency Law Group of Industry Canada Legal Services. Prior to joining the federal government, Elisabeth spent seven years as a commercial litigator in private practice. Sergio Ariel Muro (Extended Term Consultant @World Bank Group) Sergio Muro is an Extended Term Consultant with the Finance, Competitiveness and Innovation Global Practice of the World Bank, which he joined in 2018. An Argentine national, Sergio is a lawyer from Universidad Nacional de Rosario, he holds an MA in Law and Economics from Universidad Torcuato Di Tella, as well as an LLM and Juris Science Doctorate from Cornell University. Prior to this position, he had been a full-time law professor in Argentina where he specialized on insolvency, law and economics, and judicial decision-making. For several years, he co-directed the Argentine Supreme Court Project, an interdisciplinary research project at Universidad Torcuato Di Tella. His research has been published in several peer-reviewed journals such as the International Review of Law and Economics, the Journal of Law and Courts and the European Business Organization Law Review. In addition, he has worked as a consultant for World Bank for several years. Mahesh Uttamchandani (Practice Manager - Financial Inclusion, Infrastructure & Access @World Bank Group) Mahesh Uttamchandani is the Global Manager for Financial Inclusion & Infrastructure in the Finance, Competitiveness, and Innovation Global Practice at the World Bank Group. In this role, he manages the World Bank Group’s global work on Payment & Market Infrastructures, Responsible Financial Access Insolvency, and Credit Infrastructure. He is the Chair of the International Committee on Credit Reporting and oversees the World Bank’s Insolvency & Creditor Rights Task Force. He joined the World Bank’s Legal Vice Presidency in 2006, and has since held various positions at both the World Bank and IFC. Prior to joining the WBG, Mahesh worked at the EBRD and as a commercial litigator at a leading Canadian law firm. He is a member of the Executive Committee of CGAP, a board member of the legal journal, International Corporate Rescue, and a board member of INSOL International. He has published and taught at the university level and lectured extensively in North America, Europe, and Asia.
