SERVICE DELIVERY MODELS FOR RURAL WATER SUPPLY
ABOUT
Community-based management (CBM) remains the predominant model for operating and maintaining drinking water services in rural areas in developing countries. In recent years, efforts to overcome the many (and well documented) limitations of CBM have been recorded across the world.
These are often grouped under the terminology of “professionalisation” and relate to a range of processes which include initiatives geared towards strengthening CBM capacities; moving away from CBM by adopting alternative management models (e.g., local government of private sector provision) or increasing the financial viability by “aggregating” or “regionalising” service provision.
This webinar will put these processes into historical perspective; present country-specific examples and discuss ways in which the performance of rural water supply management can be improved- including through the use of tools to support decision-making.

She has worked in the formulation of water and sanitation policies and programs in Senegal, Burkina Faso, Togo and Niger. After 5 years in the private sector and 7 years working on water related issues and water services management in rural areas, she is now managing the Project Management Office in a Senegalese company named IN’O in charge of building water and sanitation facilities. Julia Boulenouar (Water and sanitation specialist and co-director @Aguaconsult) Julia Boulenouar is a water and sanitation specialist and co-director of Aguaconsult. Since 2012, she has provided advisory and research services to a broad range of clients in over 15 countries in Africa and Asia on programme design, programme and sector monitoring and evaluation, regulation, and other aspects of WASH governance. Prior to joining Aguaconsult, Julia worked for the Agence Française de Développement in Paris and in Ghana, where she managed a portfolio of urban and rural development projects. Ricard Giné (Advisor, Sustainable Services, Water and Sanitation @SIWI) As an advisor for Sustainable Services at the Department of Water and Sanitation, Ricard provides core expertise, promotes research, and advances knowledge with the aim of strengthening WASH systems and promoting sustainable delivery of services. Prior to joining SIWI in 2018, he has been working as a researcher at the Technical University of Catalonia, in Barcelona. He has specialised in field data collection methods, development of policy tools to support decision making, and sustainability of WASH services. He has 15 years of experience working with water and sanitation issues in East and Southern Africa and in Latin America. During these years, he has published several scientific papers in the field of water and sanitation monitoring. Ricard holds a PhD in Civil Engineering from the Technical University of Catalonia and a MSc in Environmental Engineering from the Imperial College London. Kwabena Nyarko (Professor and Vice-Dean @Department of Civil Engineering, Kwame Nkrumah University of Science and Technology (KNUST)) Kwabena Biritwum Nyarko is a Professor in Department of Civil Engineering, Kwame Nkrumah University of Science and Technology (KNUST) Kumasi, Ghana. He is currently the Vice-Dean, Faculty of Civil and Geo-Engineering. His research interest covers water transport and distribution, sanitation technologies, and sustainable water and sanitation service delivery. He has over 25 years’ experience in the water sector. He has provided advisory and research services in Ghana, Sierra Leone, Cote D’IVoire, Benin, Burkina Faso and , Rwanda. Jorge Alvarez-Sala (WASH Specialist - Water Supply Sustainability @UNICEF) Jorge Alvarez-Sala, works at UNICEF in New York HQ, as WASH Specialist in charge of Water supply (including access, quality and sustainability) as well as Systems Strengthening for Sustainable WASH Services. Among other roles he is member of the steering committee of the RWSN, and the co-lead of the theme Sustainable Services. Jorge has 20 years of experience in the WASH sector, most of them at field positions in a variety of countries including humanitarian, transitional and development contexts in Europe, South America, Middle East, Africa and South East Asia. Adama Sow (Engineer, Head of the Exploitation Control Division @Rural Drilling Office (Office des Forages Ruraux -OFOR), Senegal) Adama Sow is a Polytechnic Engineer, currently Head of the Exploitation Control Division Rural Drilling Office (Office des Forages Ruraux -OFOR), Dakar (Senegal). He is specialised in Energy Strategies at the Ecole des Mines de Paris, France. He has more than 10 years of experience in planning and management of engineering projects. Adama's areas of expertise include: energy, environment, water and Public-Private Partnerships (PPP).
