The event will feature a fireside chat between CPEAR Co-Chair Greg Walden and U.S. Senator John Hickenlooper (D-CO) on lessons learned through Colorado's legalization implementation. You'll also hear from youth safety stakeholders in a panel with CPEAR Executive Director, Andrew Freedman.
CPEAR's latest policy paper explains youth misuse in the evolving federal cannabis regulation debate, offers solutions within a proposed federal regulatory system, and highlights key findings.

As Mayor, he unified all 34 metro mayors to fund and build FasTracks, at 119 miles of new track the most ambitious US transit initiative in modern American history. John made Denver the first large city to provide quality Early Childhood Education for every 4-year old, and opened one of the first offices of sustainability in the country. John served as Governor of Colorado from 2011 to 2019, during which Colorado’s economy recovered from ranking 40th in job creation during the Great Recession to become the number one ranked economy in the country. He expanded health care to half a million Coloradans, established climate pollution limits that served as a national model, and enacted common sense gun safety measures. He oversaw the creation of the first regulatory framework in the US for the legalization of recreational marijuana, which has become the gold standard for other states. The Honorable Greg Walden (Former Congressman and CPEAR Cochair ) Greg Walden is a successful small business owner and former political leader. He serves as chairman of Alpine Advisors, a Washington, D.C.-based firm that provides strategic guidance to various organizations, including those in the tech and communications space. He also serves on advisory boards working on innovative solutions to climate change, and advancements in health care. Congressman Walden represented the people of Oregon’s vast, Second Congressional District from 1999-2021. He chaired the powerful House Energy and Commerce Committee which has jurisdiction over telecommunications, health care, medical research, energy and consumer safety issues. As a member of that committee for 20 of his 22 years in the House, he led legislative efforts in telecommunications and spectrum issues; energy grid security and reliability; confronting the opioids epidemic and expanding access to affordable health care. Brandy Axdahl (Senior Vice President & Author @Responsibility.org) Brandy Axdahl is the Senior Vice President, Responsibility Initiatives. In her role she manages all policy, government relations and traffic safety efforts. She is responsible for relationships with Members of Congress, State Attorneys General, Federal agencies, governors, state legislators and agencies, as well as local elected officials. She oversees development of organizational policies and works collaboratively with partners to ensure effective policy implementation. Additionally, she supervises traffic safety program development and implementation as well as partner collaboration to eliminate impaired driving and is well known for her political acumen and strategy and her ability to build broad-based coalitions for greater impact. Mrs. Axdahl began her career at the national office of Mothers Against Drunk Driving where she managed policy efforts, opened MADD’s first Washington, D.C. office, and directed advocacy efforts for the national .08 BAC law and many other state laws. Andrew Freedman (Moderator) (Executive Director @Coalition for Cannabis Policy, Education, and Regulation) Andrew Freedman was Colorado's first cannabis czar under Governor Hickenlooper from 2013 to 2017. He has since worked directly for dozens of governments including California, Canada, Florida, Massachusetts, Maine, Rhode Island, and Illinois; and testified to all governments considering legalization. Andrew’s role in developing a successful operating model for cannabis regulation and stakeholder collaboration was identified as one of the reasons for the State of Colorado’s success in implementing adult-use cannabis legalization by the Brookings Institution. Men's Health Magazine named him one of the 30 top health influencers of the last 30 years, labeling him “legal weed’s best friend”. He has been featured on 60 Minutes, NBC Nightly News, The Today Show, The New York Times, The Washington Post, The Wall Street Journal, Politico, and The Boston Globe. Andrew holds a J.D. from Harvard Law School and a B.A. in philosophy and political science from Tufts University. Rick Birt (President and Chief Executive Officer @SADD (Students Against Destructive Decisions)) Rick Birt is responsible for leading the organizational programming, outreach, development, and communication efforts, while leading the SADD National Staff. Working closely with the Board of Directors, Rick sets and implements the strategic direction for SADD, empowering the millions of students in which SADD serves. An expert in the matters of youth health and safety, Rick has authored several publications that feature SADD’s unique form of a peer-to-peer approach that is vital to creating lasting behavior change in youth. Rick also frequents major news outlets, where he provides perspective for parents on best practices for helping their teen succeed. A SADD alumni himself, he has over a decade of prevention experience. Previously, Rick held the position of Executive Vice President, Director of Strategic Partnership, and Development Officer for SADD. Before joining the SADD team, he led Midwest Operations as the Midwest Education Outreach Coordinator for Impact Teen Drivers. Susan Stanton (Lead @Illinois After School Network) Susan Stanton is the Network Lead for ACT Now where she is responsible for leading the work of the Coalition, including advocating for the organization's work with policymakers at various levels, implementing quality improvement initiatives, and representing the Coalition in several nationwide and statewide bodies. Susan is a former educator having served in Teach for America. She has a B.A. from Hamilton College and a J.D. from Villanova University School of Law. Susan also has previous experience in education, immigration, and workers compensation law.
