Could COVID-19 result in long term changes to planning regulations? Join ALGA President Mayor David O'Loughlin and Vice President, Mayor Tracey Roberts in a conversation about current issues impacting planning policy and regulation.

State/Territory Planning Ministers have been meeting with the Federal Urban Infrastructure Minister and the ALGA President regularly during the COVID-19 crisis, with the stated goal of keeping planning processes – and the construction-based economy - moving during the downturn.

This is a vital outcome for growth area councils too, not just in the sense of fast-tracking assessments, but about securing the supporting infrastructure that is so often overlooked.

As Australia’s ‘new normal’ starts to emerge, will crisis-induced shifts in planning processes endure - and how can local government keep its seat at the planning table, despite being excluded from the new National Cabinet?

Mayor David O'Loughlin

David O’Loughlin was educated in Adelaide and elected as a Councillor in 2003 before being elected as Mayor of the inner metropolitan City of Prospect in November 2006, and again in 2010, 2014, and 2018. In early 2015 David completed his two year term as the President of the Local Government Association of South Australia (LGASA) and continues to serve on the Executive of LGASA, serving over eight years in total, where he has championed economic development, regional service sharing, boundary adjustment reform, planning reform and service improvements more generally. In addition, he is the Local Government representative on the South Australia Government Development Assessment Commission (DAC) and Chair of Local Government Association Procurement Pty Ltd. David was elected as President of the Australian Local Government Association in November 2016 and was re-elected in 2018.
Mayor Tracey Roberts
Deputy Chair, NGAA @Vice President, ALGA
Mayor Tracey Roberts was elected Mayor of the City of Wanneroo in 2011 and held the position of Deputy Mayor for 2 years prior to this. Widely experienced in local government, she is an active member of the community and maintains a strong focus on economic development, lifestyle impact and choices for the City of Wanneroo. Tracey is intensely involved in the strategic leadership of the City, including strategic planning, resource allocation and financial management of the City’s over $200 million budget and almost $3 billion value of assets. Tracey has qualifications in Business Management. She is the President of the Western Australian Local Government Association, Vice President of the Australian Local Government Association and Deputy Chair of the National Growth Areas Alliance. She is also a graduate of the Australian Institute of Company Directors and a Justice of the Peace.
