Local Regulation: Enactment Procedure
This session addresses the process a municipality must go through in order to adopt a resolution, ordinance or local law, as well as the merits of using each procedure. Topics will include notice provisions and posting; aging of legislation prior to action; required hearings; and required referrals. Compliance with SEQRA and post-adoption procedures will round out the discussion.

Patricia Burke
Local Government Specialist @New York State Department of State
Prior to her service at the Department of State, Patricia worked at the New York State Office of Real Property Services. Ms. Burke holds a master’s degree in Regional Planning from the State University of New York at Albany, with an environmental concentration that studied wind turbine planning considerations, and a Bachelor of Arts in Political Science from St. John Fisher College in Rochester. Prior to her public service, she was an editor for a national legal publishing firm.
Christopher Eastman
Manager, Local Government Training Program @New York State Department of State
Christopher Eastman has been manager of the Local Government Training Program at the New York Department of State since 2009. He’s also worked as a city planner in the Capital District, a county planner in the Southern Tier, and for the statewide not-for-profit Preservation League of New York State. He received a Master in Regional Planning degree from the University at Albany and a bachelor’s degree in English.
