Rick Balistrieri (Protective Services Risk Specialist @Cities and Villages Mutual Insurance Company)
Rick joined Cities and Villages Mutual Insurance Company in September 2016 and brings a wealth of experience to CVMIC. He has been an Independent Contractor, conducting training in Leadership, Mentoring and Ethics for Law Enforcement agencies statewide as well as a retired Deputy Chief with 34 years of law enforcement experience.

Scott Marquardt (Chief of Police @Milton Police Department)
Scott Marquardt began his law enforcement career at the City of Platteville Police Department in 1992 and held a number of positions there over 17 years. In 2009, he became the Chief of Police at the UW-Platteville Police Department. In 2015, he became the Chief of Police at the City of Milton Police Department. In 2018, he activated his own retirement plan and began a graduate degree program at UW-Platteville. In December 2023 he will both retire from law enforcement and graduate from UW-Platteville with a Master of Science in Education degree with an emphasis in mental health counseling. In 2024, he will begin a second career as a full-time licensed professional counselor (LPC). His goal is to focus on serving law enforcement and other helping professions, from the line level through leadership. His mission is to provide public safety clients a safe and trusted space for the therapeutic process as someone who has “been there” and deeply understands the unique needs of individuals.
