Integrity in procurement of consulting and construction assignments is challenging in the best of circumstances. However, when there is a widespread crisis – of corruption, or worse, of war and conflict – successful procurement and execution of critical infrastructure and buildings becomes a significant challenge. Without an open and transparent process, infrastructure improvements do not occur, or the programme may be poorly executed.
