The Blueprint for Maryland’s Future has been developed to address disparities in academic achievement within the state’s public school systems. Is it realistic, though, to expect that this plan will improve educational outcomes for students of color with or without the additional challenges of being members of households with few resources; having English as a second language, or being disadvantaged by behavioral, emotional, learning or attention impediments in Montgomery County public schools?
