After earning his Ph.D. in Public Affairs from the University of Minnesota, Gregg entered academia after spending the first seventeen years of his professional life in the private sector. At the University of Washington, Gregg enjoys teaching courses in housing, economics, and finance at both the undergraduate and graduate levels. He maintains an active research agenda focused on housing policy, housing markets, housing affordability, and homelessness. Gregg is also actively engaged in a wide range of community efforts to address the acute housing crisis in the Puget Sound region. Most recently, Gregg co-authored the book Homelessness is a Housing Problem with Clayton Aldern. Jessica Katz (Chief Housing Officer @City of New York) As Chief Housing Officer, Katz oversees the Department of Housing Preservation and Development, the New York City Housing Authority, the Housing Development Corporation, the Mayor’s Office of Housing Recovery Operations and the Mayor’s Office to Protect Tenants. Katz most recently served as executive director CHPC, where she led a policy and research agenda on topics ranging from basement apartment conversions to equitable code enforcement to resident decision-making at NYCHA. She previously served for over ten years at HPD, most recently as the associate commissioner for New Construction, where she oversaw the creation of affordable and special needs housing. Katz held a variety of roles at HPD, including as assistant commissioner of Special Needs Housing, senior adviser to the commissioner, and assistant commissioner for Preservation Finance. Katz holds a BA in Urban Geography from McGill University and a Masters in City Planning from MIT. Robert Robinson (Special Advisor @Partners for Dignity and Rights) Rob Robinson was a cofounder and member of the Leadership Committee of the Take Back the Land Movement and is currently a Special Advisor at Partners for Dignity and Rights (formerly known as NESRI). After losing his job in 2001, he spent two years homeless on the streets of Miami and ten months in a New York City shelter. He eventually overcame homelessness and has been in the NYC housing movement since 2007. In the fall of 2009, Rob was chosen to be the first NYC chairperson of a UN Special Rapporteur on the Right to Adequate Housing. In 2010, Rob was a member of an advance team coordinated by the US Human Rights Network, traveling to Geneva, Switzerland to prepare for the US initial appearance in the Universal Periodic Review. He continues to work with international homeless populations and housing movements. Rob is a guest lecturer at the City University of New York Graduate Center and was appointed professor of Urbanism for the Design & Urban Ecology program at Parsons New School. Howard Slatkin (Executive Director @CHPC) Howard Slatkin joined CHPC in January 2023 after over two decades of government service at the intersection of housing and planning in New York City. As Deputy Executive Director for Strategic Planning at the New York City Department of City Planning, Howard oversaw long-term planning and policy development and a range of citywide initiatives to promote housing supply, affordability, economic development, and sustainability. With a focus on data-driven, solution-oriented planning, he has shaped numerous citywide strategic plans, and led an expansion of the agency’s public dissemination of data and analysis to inform decision making and public discourse. Howard has also directed neighborhood planning initiatives that have produced tens of thousands of units of mixed-income housing alongside open space and other public improvements. Howard is also an adjunct associate professor of urban planning at the Columbia University Graduate School of Architecture, Planning, and Preservation.
