Law Enforcement Responses to Large-Scale Demonstrations: Promoting Democracy and Advancing Community and Officer Safety
Please join the COPS Office, the National Police Foundation, and the Police Executive Research Forum for a virtual convening to explore the complex issues associated with managing today’s mass demonstrations and protests and their impact on communities.

This convening will feature two sessions that will include key stakeholders from jurisdictions that experienced significant protest activity over the past two years. The first session will focus on the experiences of larger cities. The second session will feature medium-sized jurisdictions. Panelists will share insights, challenges, and lessons learned from responding to large-scale demonstrations following the killing of George Floyd in Minneapolis and other high-profile incidents.

Following are some of the topics we plan to address:

• Planning (internally and with the community)
• Communications (internal and external)
• Leadership / Command and Control
• Tactics (including the use of less-lethal tools)
• Officer Safety and Wellness

To provide a diverse range of perspectives and experiences, each panel will include representatives from police agencies, local government, and the community.
