New Hampshire has long enjoyed a tradition of citizen input at business meetings of school boards. Until now, opportunity for such input was not mandated by law. Rather, boards – with the strong encouragement of NHSBA and principles of good governance – have allowed public comment/input periods of varying length. With the recent passage of SB410 (codified at RSA 189:74), however, school boards are now required to provide opportunity for 30 minutes of public input at every business meeting (emergencies and non-public excepted). This presentation will cover the new law, as well as practice/policy suggestions for public comment at meetings in general.
