COVID-19: Behavioral Health and Addiction
The Partnership for a Drug-Free New Jersey and Horizon Blue Cross Blue Shield of New Jersey, through its philanthropic arm, The Horizon Foundation for New Jersey, have collaborated to create Knock Out Opioid Abuse, an initiative to address the opioid epidemic through community outreach, prescriber education, parent education and a statewide media campaign to increase awareness of the crisis.

Chris Barton, LCSW
Director of Integrated Systems of Care and Network Innovation @Horizon Blue Cross Blue Shield of New Jersey
Chris Barton is the director of integrated systems of care and network innovation for Horizon Blue Cross Blue Shield of New Jersey. Chris joined the behavioral health team at Horizon just over a year ago. She was selected for this role specifically for her knowledge and experience as a community-based treatment provider. Chris was the executive director at Catholic Charities in Paterson before joining Horizon, and had previously served as the chief operating officer at Turning Point, a residential and outpatient substance use treatment provider in Paterson. Chris is a licensed clinical social worker; she has spent her entire professional career working in New Jersey’s substance use treatment system.
David Buch, MD
Medical Director, Behavioral Health @Horizon Blue Cross Blue Shield of New Jersey
David Buch is a medical director on the behavioral health team for Horizon Blue Cross Blue Shield of New Jersey. Before coming to Horizon, he worked at Hackensack Meridian Carrier Clinic where he served in a variety of roles over nine years, including time as chief medical officer. Previously, David worked in a variety of settings, including primary care in the National Health Service Corps, mental health center psychiatry, prison psychiatry, hospice, private practice and academic psychiatry, with extensive inpatient work. He has board certification in general, geriatric and addiction psychiatry, as well as addiction medicine.
