For years, visual confirmation of red caulk around a pipe penetrating a fire rated wall was deemed an acceptable firestop installation. In reality, very few of these installed assemblies even resembled the tested assembly their listing is based on. The regulatory community has become increasingly aware of this gap in knowledge, as incorrect or the lack of firestopping has contributed to numerous historical fires. The result is a new code requirement requiring detailed Third Party inspections of all components of the listed firestop assemblies in certain high risk buildings. The Third Party Inspections involve the inspector witnessing or destructively inspecting a percentage of the firestop installations to confirm correct installation of all components of a listed firestop assembly.
This presentation will provide an overview of the firestopping requirements contained in the building code, what an approved firestopping assembly actually is, and the process for special inspection outlined in the ASTM standards referenced by the 9th Edition. The presentation will provide details of who can serve as a special inspector, required credentials of a special inspector, conflicts of interest to be aware of, and the documentation required to be provided to the building official. Discussion will also include the consideration for AHJ’s to require both a fire stopping statement of special inspection at the time of building permit as well the 3rd party Special inspector’s affidavit as a condition for certificate of occupancy.
