Meet the Relocation Coordinator, and Get Updates from the Relocation Payment Clearinghouse on Payment Processes, and from Intelsat and SES on Transition Activities
In the next monthly webinar in our regular series, top executives overseeing the execution of the multi-billion-dollar C-band transition will provide the latest information that is meaningful to ACA Connects members. It will be the first opportunity for Vince Masson of the Relocation Coordinator to address ACA Connects members about the Relocation Coordinator’s role, particularly in resolving transition-related disputes lodged by earth station operators. Frank Banda of the Clearinghouse will return to address ACA Connects members about the status of the Clearinghouse’s proposed processes for providing funds to earth station operators to cover transition costs. And, of course, we welcome back Steve Corda and Tom McNamara to describe the winding down of Phase I transition activities in the sky but the ramping up of Phase I “red” filter installations in certain areas, and how all this may affect ACA Connects members. Under last year’s FCC’s C-Band Order, the Relocation Coordinator (RSM US LLP (RSM)) is tasked with ensuring that the transition occurs in a timely manner, that incumbent earth stations receive uninterrupted service during and following the transition, and that all incumbent earth stations as defined by the FCC are accounted for in the satellite operators’ Transition Plans. Mr. Masson will introduce you to who the Relocation Coordinator is, what it is charged with doing, and where it is in the process of fulfilling its mission. He will particularly emphasize processes the Relocation Coordinator recently set forth for its intake and reporting to the FCC of disputes between satellite operators and earth station operators involving scheduling, the comparability of facilities, workmanship, and preservation of service.
