With more people shopping on-line than ever before, and both small and large businesses relying on de minimis to fulfill e-commerce orders, is it time to update the de minimis provision? This panel will explore the history of the provision and its evolution and discuss the implications of legislation included in the America COMPETES Act to amend it.

The de minimis provision (Section 321) was amended in 2015 to allow for goods valued at $800 USD or less, to enter duty-free into the U.S. In the years since, Section 301 tariffs, COVID, and supply chain disruptions have changed consumer buying patterns.
