As a reminder, starting March 16, 2021, the Michigan Department of State (MDOS) will be initiating the electronic lien and title (ELT) program. The ELT program will help minimize the threat of fraud and help keep the interest of financial institutions safe. This will be accomplished by allowing for the electronic exchange of lien and title information. Under ELT programs, paper titles are not issued for vehicles that are financed with commercial lenders. In lieu of a paper certificate of title the Department of State maintains an electronic record of ownership until the lien is satisfied, at which point a lien free paper title is issued to the vehicle owner. The law establishing the ELT program mandates that ELT participation is required for all financial institutions. To participate, financial institutions must apply in one of two ways that we will explain in detail.
