Please join us on March 2 at 10am EST / 3pm GMT for our next Debt & Fiscal Governance Program speakers’ series. We will host David Manley, Senior Economist, and Patrick Heller, Advisor, of the Natural Resource Governance Institute (NRGI).

The global energy transition from fossil fuels to cleaner energy will profoundly affect the global economy. It will limit how much greenhouse gases we emit and hopefully avoid catastrophic global warming. This transition will also have a profound effect on state-owned national oil companies (NOCs). NOCs produce half of the world’s oil and gas, and invest 40% of the capital in the global oil & gas industry. Messrs. Manley and Heller will discuss the risks the energy transition brings for NOCs and governments reliant on oil revenues.

David Manley has provided technical assistance on tax policy in countries ranging from Myanmar to Kyrgyzstan and Tanzania. Prior to joining NRGI, David was an Overseas Development Institute Fellow and Senior Economist in the Zambia Revenue Authority. He also worked for Oxford Economic Research Associates.

Patrick Heller has worked on legal reform and governance initiatives in the developing world for more than 20 years for organizations including USAID, the U.S. State Department, the Asian Development Bank, Creative Associates International, and The International Center for Transitional Justice. He is a Senior Visiting Fellow at the Center for Law, Energy & Environment at the University of California.
