Cooper (Presiding Judge Juvenile Division Courtroom, 6th District-Markham, IL; Restorative Justice Community Court, Englewood, Chicago @Cook County) Judge Donna L. Cooper was elected to the bench on November 4, 2008. She initially served in the Traffic Division until assigned to the Juvenile Justice Division in April 2009. Judge Cooper has presided over the juvenile division courtroom at the 6th District-Markham, IL since July 2011. Cooper has been assigned to Restorative Justice Community Court -Englewood since its inception in 2019. RJCC-E opened on September 16, 2020. Prior to her election, Judge Cooper served as a City of Chicago Assistant Corporation Counsel, Assistant General Attorney with the Chicago Park District, a Cook County Assistant Public Defender and a Staff Attorney with the Illinois Industrial Commission. Judge Cooper retired, as a Colonel, from the Illinois Army National Guard after 25 years of military service in May 2013. Jacqueline (Jackie) Newsome (Assistant Public Defender @Defender Association of Philadelphia) Jackie is a graduate of ETHS and attended New York University majoring in politics and religion. She received a J.D. from the University of Chicago Law School where she served as president of the Black Law Students Association. She was a Chicago Women's Bar Association Scholar, and a law clerk for the Honorable Justices Alan C. Page and Natalie E. Hudson of the Minnesota Supreme Court. In the fall of 2016, she entered Emory University's Candler School of Theology as Robert W. Woodruff Scholar. In 2018 she wrote an essay on restorative justice called "Restoring Barabbas". The essay's message is that "society needs to think differently about incarceration and how we can start thinking differently about the way we treat "guilty people. Following graduation from Candler, she began working for the Defender Association of Philadelphia as a trial attorney. She has been appointed to the City Of Philadelphia's Commission on Faith-based and Interfaith Affairs. Patrick Keenan-Devlin (Executive Director @The James B. Moran Center for Youth Advocacy) Mr. Keenan-Devlin was named Executive Director of the James B. Moran Center for Youth Advocacy on July 1, 2016. In addition to ensuring the effective implementation of the Moran Center’s strategic vision, Mr. Keenan-Devlin continues to represent youth in juvenile delinquency proceedings and serves as a nationally certified trainer in juvenile defense practices. Previously, Mr. Keenan-Devlin served as the Deputy Director/Staff Attorney of the Moran Center – representing youth in juvenile delinquency and school law proceedings, as well as leading the agency’s development efforts. Mr. Keenan-Devlin’s experience in the area of public policy in Illinois, as well as his strong ties to the community, serve him well in his role at the Moran Center. He graduated from Northwestern with a BA of Arts and Music and received his law degree from Loyola University, Chicago School of Law.
