12th Annual Federal Policy Forum on Inclusion Right at Home: Advancing Article 19 – The Right to Live in Community
The COVID-19 pandemic shed light on the dangers of congregate care and institutional living in Canada. People with an intellectual disability have been put at risk. They have been isolated and cut-off from social supports. For years, people with disabilities have been telling us that life in community is safer, more inclusive, and what they want for themselves. Article 19 of the UN Convention on the Rights of Persons with Disabilities affirms their right to live independently and be included in the community.

The purpose of this policy forum is to explore the realities of institutionalization and congregate care in Canada, the pathways to community living, and how innovative federal policies and programs can support this shift.
