Measuring outcomes: current expectations and practice

Much is discussed about best practices when it comes to designing education and measuring outcomes, many people are familiar with the theory of Moore’s Outcomes Framework and the “Levels of outcomes”, however what is actually done in practice in Europe? How is it implemented and what are the expectations of education providers and the various stakeholders? Is it OK to just report participation and satisfaction results?
